Is there much difference in today games while using a ddr2 instead of ddr3? Does ddr2 gives fps drops or stuttering in games like Arkham Knight and Assassin's Creed Unity?

It is probably a moot point.
You need ddr2/3/4 depending on your motherboard.(some unusual motherboards may have both)
In the end, more ram trumps ram speed.

A minor exception would be if you were using integrated graphics where higher speed helps.
Intel processors are largely insensitive to ram speeds; AMD are more dependent on speed.

Thanks for the quick response
I will be gaming till spring and preparing for finals later on.
I would be getting a q9650 or 9550 and a gtx 950
So I am unsure about the ram stuff
And yes if ddr3 affects gaming mutch then i can get a i3 2100 and a 750ti
Though i have to keep everything in my budget
Will games like upcoming black ops 3 and the games today will have any affect?

No problem.

As geofelt mentioned above the most important thing is to make sure the RAM you get works with your motherboard and CPU.

There won't be much noticible difference in performance between DDR2 and DDR3 in gaming (especially if you have a dedicated graphics card).

So i guess im getting dell inspiron with a q9550 and gtx 950. Well graphic card will fit in the case also
I could go for an optiplex 390 that has ddr3 ram but gpu won't fit
So the choice is ok?

If buying something, would go with something newer, the 9550 CPU is about 7+ years old and runs on the socket 775 mobos, also your 950 will take a hit running in a straigt PCI-E (1) slot, will prob also need a new PSU if this is a stock Dell pre built

From a compute point of view, here are some passmark performance numbers:
Q9650 4268 with all 4 cores fully used; 1268 single core
i3-2100 3631 1576
G3258 4001 2172

All three are close in total compute capability if you can use all available threads.
Look at that number if your use is multithreaded apps like editing/rendering.
Games mostly depend on the speed of a single master core.
On that basis, the i3-2100 would be better than the Q9650 for gaming.
I included for comparison a modern $70 G3258 which will generally be better for gaming, and the performance can be boosted some 30% with overclocking.

Either graphics card you mentioned are quite good.
But, if you are looking at pre built pc's you have to be careful about psu quality.

Dell inspiron is a laptop, and that is probably not a good gamer.

Post the details about what you are considering.
