[SOLVED] 70%+ cpu usage, even while idle.

My memory is constantly staying at 70-75%. Even as I write this it is sitting consistently at 75% and all I have open is chrome with steam in the background. What is going on?!

My specs:
GPU: RTX 2070
CPU: I7 8700k
PSU: EVGA Supernova 750 G2
Ram: 16 GB Corsair Vengeance RGB 3000 MHz
Motherboard: Asus Prime Z370-A

Note: it is on 70% as soon as it is booted up.

It's probably not in real idle state. Check your startup programs and background processes.
