70%+ memory usage when idle

When idle/browsing the web, my memory usage is extremely high

Did you also restart computer?

Check all the tabs in Task manager. We have established that it can't be your running programs eating all that so it could be a system service or malware.
Malwarebytes would be my next step after that

This is it sorted from most usage and least. 8GB memory is installed.

Ok, so we need to know how much RAM you have installed on this PC, if it uses the same as mine for chrome then I calculate you have 2Gb of RAM??

If so, then yes you will see high usage when running multiple programs. IE steam skype spotify and chrome at once.

80 background processes seems high. If you sort them by Memory Usage, what takes up the most? I would recommend exiting out of every application except your task manager before doing this.

The problem is probably just a bunch of small updaters and application "helpers" that add up to use a lot of memory. So you'll need to determine which ones are actually beneficial. You can start eliminating things by going to the Startup tab to disable any processes that aren't actually needed on startup. Getting rid of some unnecessary high-impact startup processes will speed up boot times noticeably.

Chrome is a ram whore. With several tabs open it will easily chew up 1-2 GB depending on the pages loaded.
Use Firefox or something else if ram usage is such a problem. Otherwise, who cares how much ram it uses when youre on the web?
