Athlon 64 is old (from the Pentium 4 era) but should be able to handle playing HD videos with a bit of help. You need to upgrade the RAM to 4 GB and add a cheaper video card. Something like a GT 610 would be good. Assuming this is local videos, if online you also need to make sure your connection is fast.
