7700(k) or 1700 for 1080p 144hz & 1440p 144hz ?

1) Among r7 1700 & X and i7 7700 & K, which is the best for 1080p 144hz and 1440p 144z gaming?

My GPU is gtx1080.

2) If i overclock my memory upto 3200 on r7 1700 pc, will i be able to get fps equivalent to fps of 7700&k ?

144 (or higher) Hz is the only situation i would recommend an i7 7700K over a Ryzen 7. Even paired with 3200 MHz RAM, the i7 7700K remains ahead in most titles pretty consistently. The Ryzen 1800X is by no means far behind, usually 5-15 FPS (however this slightly decreases the higher the Resolution) at most but if you want to push as high as possible towards the maximum FPS of your display, the 7700K will do the best job at that. depends on the game tbh
the i7 does well in all games for a 144Hz screen
with Ryzen it depends on how well the game is multithreaded and optimised
2017 major releases should be no problem for the Ryzen 1700(X) since they were made with Ryzen available and in mind.
older games...depends. if the game supports all the cores of Ryzen you can achieve fps similar to the i7
games that don't make use of all the cores or aren't properly optimised or rely on single thread performance will be a bit behind the i7
you should get 110+ fps there with ease, but not quite as much as with the i7
