7700K worse than 4790K - problem

I bought 7700K and Z270X Ultra Gaming from Gigabyte (bios F6, full support for B0 revision of that processor).
After clean Windows install it is WORSE than my old 4790K...
Opening Chrome - 100% cpu usage (wtf?!)
Doing anything else - 40-60% ...
On 4790K I could open 7 tabs in YT with 10-20% usage.
Now with 7700K I have open 2 tabs and it hits 80-100% ..................
Something wrong with processor, cooler, paste? Bios setting?
It acts like agressive, cooler revs jumping when I open/run anything for second and goes down...

Corsair Vengeance DDR4 16GB 3000Mhz (XMP)
Corsair 600W
SSD for system

I had 4790K with Z97X Gaming K3 and A-Data 16GB DDR3 1600MHz and it was working great, much better.
Here a screen. Opening single TAB in CHROME. 27% usage of CPU.....

What cooler do you have? Are you overclocking? Did you reset your BIOS settings to default? It also could be a bad chip. I just switched from a 6600K and 6700K and had to fiddle around in the BIOS to get it stabled. Now I'm always below 45% except when gaming.

EVGA ACX (100-FS-C201-KR). Didn't overclocked anything. Default BIOS. Updated only to F6, but was the same with without update. I read something about VOLTAGE problems that CPU have with some MOBO.

That's the thing ! Is the same ! High usage of CPU on all of them... Edge, Firefox. Any program. It is something wrong with CPU ? Bought new one from the shop.

I understand the problem about temperature. Dropping and jumping by 10-15 degrees in less than seconds... but why it is so slow? Opening Chrome looks like massive job for CPU... I have lag for second and fps drop, freeze...

Of course I've installed FRESH , brand new Windows... but it doesn't help at all. I have all drivers updated, but even after install - first run - the problem exists. Can I go for refund ? CPU is brand new.... 36 months...

I understand cooling and temperatures problem...but where is POWER of those 4 x 4.5GHz cores? Wtf Intel....
