I bought a 7800gt for my new pc me and my friend built but i had problems with the card.It wouldnt run at stock settings with out artifacting and crashing and even under clocked it would still crash but didnt artifact.I ended up sending it back to evga and i just got another card back.I installed the card hooked up my pc and it wouldnt even boot.I turn my pc on and it does nothing for about 20-30 seconds then it beeps 4 or 5 times and then nothing.Did i get another bad card or is it something else?My friend that helped and did most the work is a certified tech but i cant get him to help me right now cause he's in jail.If you get a dead card will your pc boot still but without any picture on the monitor or will it not boot at all?

If you have a SLI board make sure it is in the right slot, consult your manual for information. Make sure that the gfx card is fully inserted into the slot and the monitor cable is connected properly.

If these don't fix the problem then it could be your power supply, as if it is not good enough and doesn't supply enough power problems could occur. Also could be your motherboard being defective.

Did you properly install the card with an ESD kit, if you touched something (like one of the transistors) this could have screwed something up.

Yeah everything is installed right and i have a 700wt zues ps.I handled the card right while installing so i dont think thats the prob.

Hmm did you unistall the drivers from your previous card first? If not put it back in, uninstall the drivers and put the new card back in. Or download driver cleaner pro and that to get rid of your drivers. If you were using an ATI card before that is probably the problem. You should probably do this though even if it was an Nvidia. If this doesn't work then not sure, was the gfx card's box damaged when it arrived could it be damaged?

Oh sorry it's a new computer. Have you made sure that the power cable (from the power supply) for the graphics card is plugged in, as the motherboard cannot power new graphics card by themselves. If it is plugged in properly I suggest you take your computer to a shop or a friend and test out another motherboard, gfx card.
