My CPU is a AMD 9370FX and motherboard ASrock 990FX Extreme9

I turned Monitor to 1920 x 1080 i got a BenQ RL 2455
CPU: AMD 9370 FX
GPU: Club3D PokerSeries Radeon HD 7970 GDDR5 3GB Royal Ace
MotherBoard: ASrock 990FX Extreme 9
PowerSupply: Club3D 1000Watt
SSD: 120GB Samsung Evo 840 Basic
HDD: Seagate 1TB
Corsair 1600mhz 8GB(2x)

Driver Packaging Version: 13.152.1.8-131008a-163824C-ATI
Catalyst Version 13.9
2D Driver Version 8.01.01.1331
Direct3D Version 9.14.10.0984
OpenGL Version 6.14.10.12430
And the drivers for the motherboard are just the ones deliverd with it

first thing I would do is to update to the newest drivers for the motherboard, you can find them on the ASrock website. both your CPU and GPU are newer than the motherboard so there could be performance to be gained there.

otherwise do you have any other games that you play? such as tomb raider, crysis 3, something that is popularly used for benchmarking so we can better compare your system's performance. I ask this because CS:GO is multiplayer and minecraft is known to occasionally have memory related issues. both of these games can be a bit CPU heavy, and you may want to update your mobo's BIOS to properly support your CPU

Okay i will try that back in a bit :D

huh, interesting. anyway, there's always the option of updating mobo BIOS. also, can you use GPU-Z to monitor GPU usage while you play CS:GO? i'm wondering if you're actually hitting 100% usage

how do i turn GPU - Z on?

I donno if you installed it, if not it's available here:
http://www.techpowerup.com/gpuz/

on windows 8.1, you can simply use "windows button + f", and type in gpuz, and select to search everywhere to find it

so it isnt something with drivers on windows 8.1?

I don't think it's GPU drivers, you have the correct one:

http://support.amd.com/en-us/download/desktop?os=Windows%208.1%20-%2064

the link above is the windows 8.1 official driver release for your GPU (i'm using the same one). and your display driver indicate you already have 13.152, which is exactly what this is.

I'm not at home atm so I can't test-run my system to compare against yours. I can try running CS:GO when I get a chance and let you know.

Update: a brief search did show people benching over 200 fps with CS:GO on max settings with a single 7970 at 1080P, so yeah, let's keep working on this problem

Could it also be a problem because it standard used like 1400mhz instead of the 4.4 or isnt it smart to put it on 4.4ghz when i did it on 3.8 ghz it boosted up pretty much
