Question 8.00 gb usable memory

Hello, I recently bought a 2x8gb ddr3 RAM dual channel pack that runs at 1600mhz to try to revitalize an older pc, when i use slots 1 and 3 i get 8 gb usable memory and when i tried to run slots 2 and 4 the pc wouldn't start. I tried figuring out on my own but to no succes, I tried going into msconfig and set the value to 16384 but it just set it to 0 instead. If u have any ideas what might be the problem and how could I fix this i would be very grateful. My specs are:

My specs are: Processor: Intel(R) Core(TM) i7 CPU 870 @ 2.93GHz, 2934 Mhz, 4 Core(s), 8 Logical Processor(s)
Motherboard: P7P55D
GPU: Nvidia GeForce GTX 1050 Ti

Hey there,

I'd suggest running memtest86+ outside of the windows environment and test the ram. Run it for 4 passes, if there are any errors, then the ram is possibly faulty. If so, then test each one individually to see which one might be faulty of the two. If either, then RMA the ram.

It would seem my motherboard doesn't support UEFI so I had a bit of problem getting memtest going but I did eventually and it didn't show any errors.

Okay so I've got an update, since then I've tried different positions with the ram sticks and the only one to do something seems to be slots 3 and 4 View: https://imgur.com/a/9XPbE0L
so I guess this is a motherboard issue, but what I don't get is why when I use slots 3 and 4 I get 16gb and when I use 3 and 1 or 3 and 2 it wont even turn on. It isn't dual channel but it might be the best I'm gonna get. If u have any ideas why the ram slots aren't working properly please tell.
