Question 8/10 Boots on my PC are buggy now, pictures inside (black desktop, empty taskbar/no icons)

Since building this PC in February, it always had this issue, but now it is the case after 8/10 boots. I have to reboot and reboot until it finally shows everything normally. I say "shows" because it otherwise works perfectly fine. If I, for example, click the taskbar where an application would be, or it would open my browser it does that just fine.

Looks like a corrupt OS...I'd try and make sure that all your mission critical content is backed up on a removable drive. Following that, check and see if your motherboard is pending any BIOS updates. You're going to eventually reinstall your OS.
