Hi Kromy.

Go into your system properties page - hold Windows key and press Pause|Break on the keyboard OR

Press start, right click computer and go to properties.

On the right are you running 32bit Windows or 64 bit?

If you have 32bit then only 3.5/4gb of ram is usable. You have to upgrade to 64bit to take advantage of the whole 8GB you have installed. :)

Your PC is working fine.
My work PC, for example, says I have 4GB of RAM, with 3.41GB "usable" (32-bit Windows system). It doesn't mean that the 0.59GB isn't working, it means it's currently in use by the system.

In your case, your system is using 4GB out of the total 8GB available. Which, yeah, 64-bit Windows uses some more resources...but in your case, you must have a ton of programs pre-loading and running in the background.

ok how i fix it

Check your System Tray (bottom right corner where the clock is). If you have a lot of icons there, you have a lot of programs running that you probably don't need.

Click on Start, and type "msconfig" in the search box. Go to the Startup tab, & check the programs that load with Windows. Some things you don't want to turn off (like anti-virus...although make sure it's the right anti-virus). Some things you may not be able to turn off (i.e. HP, Lexmark, Canon, & the other printer manufacturers now require "print center" software to be running for you to print documents...but i you have an HP printer, you don't need Canon software running). And some things you can simply turn off -- i.e. anything to "pre-load" Adobe, Chrome, Firefox, OpenOffice, or any other programs are unnecessary.

if you're not sure about a program file name, Google it.

Only half your memory? wow. Does your cpu have integrated graphics? and have you tried disabling them in the bios?

Your system might be reserving that memory for integrated graphics.

If you have integrated graphics check your bios and make sure the bios is releasing any memory that it might be using for the integrated graphics card. Sometimes even when the integrated is disabled in the bios it is still not releasing memory.
