80 cpu frequency

Hello i have i5 3350p and when i check resource monitor i see 51 max frequency sometimes even go to 80 or if i am with some programs goes to 100 why?

CPU idles at a lower frequency when not performing intensive job.

The CPU will lower its frequency for a couple of reasons.
A) Reduce heat inside the computer. Which in turn extends the life of your system, lowers cooling costs for you, and allows for a longer higher turbo boost when going back to maximum clocks. Also good for not cooking your lap when using a notebook.
B) Reduce power consumption. (better for your electric bill or battery life on notebooks)

Software/Hardware is used to figure out when it should reduce the clocks and it handles this mainly based on system load and sometimes temp (when a system is getting to hot) but hey if the system isn't doing anything why not lower the power consumption and heat created .
