I was checking the Samsung Space monitor 27'' and they stated it's a 8bit + FRC panel to emulate 10bit, knowing that real 10bit panel require a Quattro card to use 10bit in Adobe products, is it the case for 8bit + frc aka fake 10bit?
Also are the 8bit +frc much better than ''plain'' 8bit panel for amateur photography editing?

8+bit FRC is the monitor's physical implrmentation of 10 bpc color. The computer has no idea how the monitor handles a 10 bpc signal, all it knows is that tbe monitor identifies itself as accepting a 10 bpc signal. There is no operational difference between FRC and "true" 10 bpc from the point of view of everything outside the monitor.

8+FRC is visually indistinguishable from "true" 10 bpc anyway.
