8gb (3.95gb usable) happened three times already. help

i have two sticks of hyperx ddr3 4gb ram 1600. i had the problem that it only uses 4 gb for three times already, the first time i just take out and put back the ram. second time i forgot what i did. now i dont know what to do, ive checked misconfig, reseated the ram, change the speeds, do a memtest. nothing. thank you

p.s. how do i change the dp for the accounts after start. the page where you type in your password in windows 10.

UPDATE: removed 1 stick and started then put back the 2 sticks and it now is 8gb (6.96 usable) i dont know why. I checked online that its the gpu that is using the rest of the ram.
 
Solution
Ok so based on what you have done so far (and to confirm, you have already checked msconfig, and memory limit is unchecked), your CPU has a bent pin.

Its likely only 1 pin and a slight bend that is causing the issue to be intermittent, but this is the most common cause of this problem with FX processors.

could be a bad module or slot.
Not sure if you have two or four slots, if its four use the other pair of slots.
also if you have four slots, try them in single channel and see if it stays stable at 8Gb

+1 a definite possible, might also be a flaky stick or weak MC, try the DRAM voltage + 0.05 and set the CPU/NB voltage to 1.2
