8GB RAM installed and only 3.97GB Useable

Motherboard:
ASRock 970 Extreme3 r2.0

RAM:
2x4GB Kingston HyperX 1600MHz DDR3 CL10 DIMM(8GB Kit)
(Seated in A1 and B1... I also tried A2+B2,A1+A2,B1+B2 all with the same result)

CPU:
AMD Phenom II x4 960T 3.0GHz

GPU:
NVIDIA GeForce GTX 1050Ti SC 4GB

OS:
Windows 10 Pro 64bit

I just got the MOBO and RAM the other day, installed it and reinstalled my OS. Immediately showing the 8GB installed (3.97GB useable). The BIOS detects all 8192GB. I tried reseating the RAM to no avail, however when the sticks are placed in individually the OS recognizes both of them. I checked the settings in Windows 10 and the Maximum Memory setting in MSConfig is unchecked. I also check BIOS and didnt see any setting that would be causing this issue and like i said the RAM and MOBO is BRAND NEW, didnt use it until 2 days ago when first setting it up. I also tried using the old RAM sticks in all seating combos and it resulted in the same issue.

I ordered the new MOBO and RAM because I was having the same issue out of no where with my old stuff. Tried everything I could think of. Nothing worked.

Old MOBO:
MSI 970A-G43 Plus

Old RAM:
2X4GB ADATA 1333MHz DDR3(8GB Kit)

Any thoughts or ideas would be awesome. Thanks.
 
Perform a very thorough memtest on each stick separately. They might appear to both work at first, but in fact most common reason for this problem is the faulty stick. Try enabling XMP memory profile in BIOS as well, if you have that option. Resetting CMOS can sometimes also help.

I double, triple and quadruple checked this every time I re-seated them. Also this isn't my first rodeo, so to speak, I work in a PC repair shop.

If the all the RAM is detected in the bios then the only thing i will suggest is a corrupt windows installation or you have accidentally y installed a 32bit version.

Thanks for the tip. I will re-install windows again. I know for a fact its 64 bit, so it may be corrupt or something. Ill give it a shot. I replaced every part in my computer so far, I even ordered a new CPU just in case that was the issue because I have literally run out of things to try.

I opted to put all 16GB of RAM into the computer while waiting for my CPU to come in the mail and it got me up to 7.97GB of 16gb... once I replaced the CPU it shot up to 16GB so it was the CPU afterall.
