[SOLVED] 9070 XT runs terrible ?

I upgraded from my 3060 Ti to a 9070 XT, but I've noticed worse performance in games (70fps on medium settings). For example, in Cyberpunk 2077, the GPU load is at 80%, and the card is drawing a maximum of 100W, typically running at 80W. Strangely, during loading screens, the power spikes up to the max of 304W, but as soon as the game loads, it drops back down again. The card is properly installed with two separate PCIe cables.

Motherboard: B550M Aorus Elite
GPU: RX9070XT XFX SWIFT
CPU: R7 5700X
RAM: 32GB RAM 3600MHz
PSU: KRATOS M1-750B

Did you remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually installing the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator?

How old is the unit? Even if it was brand new, you have a PSU that's horrible. Replace immediately, with something that's reliably built and can deliver 850W to the entire system.

Yes, I performed a clean uninstallation of the Nvidia drivers using DDU, followed by a clean manual installation of the latest version. Right now when i tried it again, everything worked fine—while playing War Thunder I was getting great frame rates. However, after restarting the game, the power usage dropped back to 100W.

I would also question that power supply. Even if it's not giving you issues, I would suggest replacing it with a quality unit. You have a 600-700 dollar gpu in there possibly running on a 50 dollar or less power supply that's not well reviewed. I wouldn't recommend doing that. If a power supply goes out it can take other components including your new gpu with it. Personally I think I'd start with that first because to me it's something needing done anyway, and then see where you are.

It could even be that if the gpu somehow senses it's not going to be able to get enough power from your power supply that it's throttling itself.

I just tried War Thunder again with max settings and 4x upscaling—it runs smoothly with high frame rates. But strangely, every other game isn’t performing well.

As others have said PSU doesn't sound like it's delivering correct power so it's not stretching it's legs.

War thunder will run on a old toaster and isn't that demanding and is more CPU driven.
Your PSU is 80 Watts shy of minimum requirement 800w minimum is required that and it's not truly 750w it's 720w on the 12v that and power supplys degrade over time

How does it reach 304W and full frames in Furmark? I dont understand
 
Your only stressing the GPU gaming usually stresses both cpu and gpu in higher games.

I managed to fix it. When i installed adrenaline, adrenaline installed additional drivers over my drivers and that caused it to bad that bad. now i dont now how to install adrenaline without drivers
