SLI will suffer from the 2GB VRAM, as it only utilizes one card's VRAM.
Also, one powerful card is better than 2 weaker ones as it takes more power and heat and many games aren't optimised for SLI.

Both cards have similar performance. So the 2 gtx 960-s will be more powerful in games which support sli. But I dont think its worth it to sli gtx 960-s (especially 2 gb variants).
And going from gtx 960 to gtx 1050ti is sidegrade. You can sell your gtx 960 and buy 1060 6gb (if you can find one with normal price) or you can just wait for now.
Also consider the 1060 as it would be probably your best choice. The 1060 also has a 3Gb version which might be a sweet spot for you, but I would go for the cheapest 1060 6gb version.
