I have the 965 BE c3, im using a thermalright silver arrow and overclocking to 4ghz stable prime 95 for 3 hours. max temp 56°c idle is under 35°c. Core voltage is only 1.4v but its very stable. also have 12 gb of ram in this system.
Problem is i get bsod evertime i boot into win 7 64 bit if i overclock past 4.4ghz. whats up with that?

I geuss i got lucky with this one then, Ive never bsod unless i go past 4.4ghz, i will try in a 32 bit win xp and see what happens, but like i said the silver arrow is a real beast of a cooler.

As her koos said, most phenom II's top out around 4 ghz. To even get to 4.4 ghz is very good and BSOD's passed that means you hit the ceiling for that chip. Doesn't matter what OS it is since it's what the chip can take, not a software limitation.

I think the next step up would be LN2 cooling etc if you really want to push back 4.4
 
and win 7 64bit is a little difficult to get a high score because it has a lot of software that work in the background, if you can Disable IE, updates, etc. just use that program then you will be able to get maximum results. but if compare benchmarks of both under overclock , the OS 64 will better score (because OS 64 use more of RAM size)
