Question 9800X3D Horrible 1 percent low

Idk why this is happening when i playing games during teamfight the FPS is dropping lot more than expected.lets say when not in fight i got average 400 fps and when fight come it drops to 200 fps which is 200 fps.the drop is very horrible some say this cpu has better 1 percent low but why this is happening.
