980ti 3gb out of 6gb

when i check just about any program it says i only have 3gb out of 6 active i don't know if that would affect anything but id like to know if its a hardware or software issue.

Hmm, can you please post a DXDiag (to get this go to start -> search box and type DXDiag and press enter, then from the box that comes up press the 'save all information' button to save the details to a txt file. Then post the results here please).
