980ti cant max at 1366x768

Hello I have a 980ti sc with a i5 4690k and 16 gb of ram and when I play a game like fallout 4 and bump up most of the settings to very high and ultra, I can't hold a steady 60fps. My monitors native resolution is 1366x768 and that's what i play on. Is it doing something with my card? I had a 970 sc before that and it did basically the same thing. Also, my 980ti got a score of 13692 on 3dmark if that helps. ( graphics score) and my score overall was 10966 i have it on like a really outdated monitor from like 2008/9 this is it: http://www.amazon.com/Dell-IN1910N-18-5-Inch-Widescreen-Monitor/dp/B002S53CGY i have it plugged into the only port it has.
EDIT: it can hold 60 fps but it will stutter when i turn around or something in skyrim and fallout 4

Why would you get a 970 with such a low resolution monitor? Never mind a 980ti...

Those games are capped at 60fps which the card can obviously do. What do you mean by "stutter"? Does the fps actually drop? How often? How severe? Are you running mods? Probably just something loading

and please dont give me attitude, im getting a new monitor thats 144hz and 1080p and i was just wondering why it couldnt handle it
