980ti fps drop

Recently, my asus strix 980ti started to run badly. I'm experiencing massive fps drops (in overwatch i got from 85fps on 2560x1440 to 8fps and lowering the game details or resolution didn't help at all). The idle temps of both my gpu (45*C) and my i7 5930K (30*C) are fairly adequate. I don't think dust is a problem as I have thoroughly cleaned the components soon after. What could the issue be?

update: the cpu is ruled out as a problem. After running the pc for a while, the gpu starts to overheat and has a temp of 60 degrees in idle, but i do not know what causes this issue. It can't be the case temperature as it is low and even with the gpu's fans at full thrust the issue persists. Another thing is that i noticed that from these bolts from the photo http://imgur.com/a/9s826 the one on the left touches the lower area. Maybe that causes the issues.
