Solution
Most likely your PC is overloaded.

1# In task manager disable all starting programs
2# Run "msconfig" and in "Services" tab hide all Microsoft Services and after that unselect everything (exclude display driver)
3# Run "Services.msc" and disable "Superfetch"

Reboot and everything should be fine now.

If the problem still persist update your drivers and see if that fix the problem.

P.S.

I had no problem running Windows 10 on an aincent laptop with core 2 duo and 2gb DDR2. And no, don't switch to 32bit.

Press ctrl alt del and open the task manager. What app or background task is taking up the most amount of cpu and how much?

But, ya, that cpu is from 2011 before windows 10 was around. I'm not saying it won't work, but windows 10 can be demanding. I suspect Windows is just running its typical virus scan/update and will back off on cpu usage after a while. You may just want to let the computer sit overnight and let it do its thing.
