99% GPU Usage on Minecraft 50fps (290x)

The title says it all, I've had terrible performance ever since building my gaming rig.

Specs:
16gb Corsair Vengeance LP 2x8
Amd FX8350
r9290x (watercooled) (good temps)
Asrock Fatal1ty 990fx Killer
Corsair CX750m
WD Blue 1tb
120gb Kingston SSD

Latest drivers, Latest mobo bios, which interestingly enough, increased my frames in FC3 From 30 to around 50. I havent messed with the actual GPU bios though

Yeah, the mobo bios update improved performance mildly, but still no where near where I should be with the specs I have

All 8 cores pretty much fluctuate between 0-75%

who did your r9 290x watercooler? for me something did go wrong.... 1st time without watercooled it was working okay?

I use an NZXT G10 with a corsair h55, I get great temps. Without the watercooling I would get horrible temps and I thought my issue was throttling but I guess not, still get awful lag even at low temps

It can be, your psu its not the best its the cx...but for what i see 99% usage on the gpu and only 50fps...well...probably u got a defective r9 290x.
