Question 9900KS is binned according to intel. What does this mean?

Exactly as the title states. The 9900KS was announced today and intel says its binned. What does that mean? Also, given the fact that the chip will have hardware mitigations against the recent vulnerabilities, will I still need windows updates and can I disable them?

Special editions usually are a bad value. At least it performs better than the 9900k and is binned.
The ryzen 2700x 50th wasnt binned and had no extra performance over the regular 2700x.
