Question PC acting different on every restart

So I've been having this issue for a very long time.
PC acts different on almost every restart going from slow mouse feeling and "laggy" games to normal and faster mouse feeling.

I just want to ask what can cause this and where do I need to look at in order to solve this.
It's kinda frustrating to have a different feeling of mouse and PC in general on every restart when playing FPS games especially because it renders you unable to be consistent.
Is there any case where I would need more than 750W psu and it could be causing these issues ?

These are my specs below.

MOBO : B650 AORUS ELITE AX V1
CPU : RYZEN 5 7600X
RAM : 6000MHZ DDR5 KINGSTON FURY
GPU : RTX 4060
PSU : 750W PLATINUM BE QUIET
M2 : SAMSUNG 980 PRO AND SAMSUNG 980

I wouldn't think with a 4060. When you set up the PC, was it a clean install or did you try to boot with an existing windows installation? If so, then you should do a clean reinstall.
Yeah that's what I thought too. Because the 4060 is not power demanding at all.
I did clean re-install but it didn't help unfortunately.

So I went with 5600mhz instead of 6000mhz and it seems better but now it's stutter/freezing sometimes.
What can I change to try and resolve it ? Maybe pump the voltage a bit or something like that ?

Or perhaps try to drop the ram speed a hair.
• Default (JEDEC): DDR5-4800 CL40-39-39 @1.1V
• EXPO Profile #1: DDR5-6000 CL36-38-38 @1.35V
• EXPO Profile #2: DDR5-5600 CL36-38-38 @1.25V
• XMP Profile #1: DDR5-6000 CL36-38-38 @1.35V
• XMP Profile #2: DDR5-5600 CL36-38-38 @1.25V

I'm on EXPO Profile #2 right now. Higher/lower and how much you would suggest ?
I'm kinda "clueless" when it comes to that.

Not as familiar with AM5 to be honest. You may try to look at your ram specs and see what the specs on your package say and try to pick something close to that.
These are the ones but I have no idea how much I should pump the voltage if I should pump it.
Maybe lower frequency to 5400 too ?

I might try the setting that says 4800 myself, then you can try to tweak up slowly. But usually I think the ram should either have written on it or on the package what timing and voltage it’s rated for.
1.35v I'm pretty sure. Should I try that with my current profile ?

EDIT : Gonna try EXPO 1 with 5600mhz, it has the same timings/subtimings but works on 1.35v so it should probably be fine.

After experimenting for a while and after many restarts to change things in bios and test, suddenly mouse and pc in general feel faster less laggy even with the same settings that it lagged before. Weird stuff.

I'll do some further testing tomorrow because it's late.

Tried going with f23 because f22 bios vanished from the motherboard page.
I had a bit of hope thinking f22 might had issues to be gone but same thing.
My mouse feels like I'm dragging it through the mud.
I got a CACHE_MANAGER bluescreen a while after the bios update.
I've noticed I keep disconnecting from discord once in a while even tho I don't dc from games.
