Question A Complete Windows Reset

I am having quite a few issues with my Windows. I'm past wanting to solve those issues individually as they have caused me a lot of frustrations. I decided to reinstall my Windows 10 and had it remove all personal files. I set up my computer and alas the problems are persisting.



A quick overview of the issues I'm having



-I can no longer open any pictures or videos and certain personal files. When I try to it says I don't have permission. I have tried every single properties and security solution I have found and nothing has worked.

-I can't use any of my Windows apps, including basic ones such as calculator, photos, mail, etc. When I try to use them, it puts a white line under them. I've tried resetting them and updating them, but nothing has worked.

-I am the sole user and owner of this computer. I have made sure that I am an administrator and in the administrator group. I even reactivated the base administrator account and yet, with all of this, I am still being told on certain files that I need permission.



Over the past two weeks I have tried every solution I could possibly find for each one of these issues and none of them have worked. I am now at the point where I just want to truly reinstall Windows as it was from default without a single thing carried over. I want a fresh start with my Windows, preferably without having to purchase it again, but if that's what I have to do then that will be my last resort.



Any tips, advice, or help is extremely appreciated.
