A disk read error occurred solution

My Dell Inspiron 1420 Had a Blue Screen of death as I was Doing a Factory Image Restore.. Now I can't turn it on cause it says A disk read error occurred Press Ctrl+ Alt+ Del to restart.. When I press those keys it does the same thing.. What can I do to fix it?? 🙁

Have any type of Windows CD / floppy to boot from to run chkdsk /r on the hard drive ?

You probably can't boot safe mode either ?
