A few maintenance questions

Ok, i'm doing maintenance on my system prepping for upcoming titles and simply cleaning and checking pc life and health. When I first got the computer I was running in turbo boost mode on my ASUS Sabertooth Z87 motherboard with my i7-4770k, this was causing my CPU to sit around 4.5 but it was stable. I just today learned that your power options can lock your CPU into 100% usage even when it does not need to be so I have been running at 100% for over a year. But some time ago I started having whea_uncorrectable_error when using turbo so I have to run on stock settings, not a big deal. But with stuff coming out that makes my specs a little weak I wanted to run in turbo again to get a little extra juice. I'm looking for a way to check my hardware for wear and tear and correct the WHEA issue. I hear it's from a lack of power being sent to the CPU from the PSU and was wondering if anyone with overclocking skills can help me set my system to a stable 4.3-4.5 clock for my CPU. GPU is not that much of a issue as it is not causing issues and has been running better then expected.

EVGA GTX 780 SC
Corsair 750m PSU
8 corsair SP 120 box fans in a corsair C70 mid tower
corsair H100i block cooler
Samsung 840 EVO 120gb running OS and windows bases features
1tb HHD @ 7200 rpm running as main game drive
2 3tb HHD @ 7200 rpm in raid 0 acting as primary personal storage and recorded video storage
Window 8.1 running windows shell classic
If any other info will help I do have a number of systems installed in my computer and will be happy to answer questions if it will help someone help me

Also it should be noted that I am running two monitors, one of them my primary at 1920x1080 and my secondary at 1366x768. I only run games on the primary and use the secondary to monitor skype and recording software
 
Solution
The WHEA issue is a pure hardware issue and the only way to fix it is to get different hardware. I got it from a "faulty" GPU that would crash randomly while watching a youtube video and playing a game.
BUT if your CPU runs at 3.9 it's still more than enough for today and future games.
