Derbaur did a few videos in past about helping some people who had PC's hit in hurricanes and stuff...they were BAD.

honestly the guy might want to invest in a sonic cleaner large enoguh for the parts as thats best way to remove stuff from palces you cant see anything wrong with.

I think the odds are pretty good it will work. As long as the PC wasn't powered on when the floods came in then there is a good chance the machine will live again.
I had a mini ITX gaming desktop that got flooded while in storage during a house move. With a bit of drying and cleaning of soaked roof tile reminants out of it, I managed to get everything apart from the BlueRay disk drive working again. I initially thought it was a write-off and so successfully claimed it on the insurance. I eventually got a new gaming laptop and was able to give the system to a friend. They still use it to this day.
