I thought AMD was the better choice here since your build "limited" you to 9th gen Intel. 10th gen intel went hyperthreading on all families, and 400 series boards should/will have compatibility with 11th gen. Keeping Intel 10th gen under your $700 budget without sacrificing on GPU or a sub-par PSU wasn't working though.

All-in-all, both builds are 4c/8t CPUs. The inability to squeeze in a Z490 board in the Intel build (+$30) was the kicker (to me) in looking at future upgrades where you'd probably/hopefully be looking at an i7 K-series CPU or something. Not that you can't run a K-series CPU on a non-Z mobo, but you're missing out on the opportunity of being able to realize (typically by default) the max single core turbo speed on all cores (this is called Multi Core Enhancement = MCE). If you can justify that extra $30, then the budget becomes $730-$740 and then we're getting very close to being able to get a Ryzen 3600 in there for you (depending on sales and shuffling some money around elswhere)...what's an extra $30 on top of that?.....price creep. You gotta draw the line somewhere.
