Basically my question is, if a cpu is bottle necking a gpu, does that mean that a worse gpu could outperform it with the same cpu? Or is it a case of their is a limit to fps you will get on a game and it doesn't matter weather your using a 1060 or 1080 it will have equal framerates, or if you run a 750ti could It run better than a 1050ti if the 1050ti is bott necked ? Thanks

Wit ha CPU bottleneck, you couldn't get better perfomance from a lesser GPU, but you could get equal performance.

If a 1060 is hitting say ~50% utilization because the CPU is holding it back, then a 1080 wouldn't get you any better FPS, but it could achieve the same FPS with even less utilization (generally speaking)

On the flip side, if the 1060 is hitting 50% utilization, replacing it with say a 1050 might see the same FPS, but with a higher GPU utilization.
