A question about telemetry in Windows 8.1

Hello to all.

I'm planning to buy a new computer and a separate disc of Windows 8.1, and I have two doubts:

1 - I know that Windows 7, 8 and (especially)10 have suffered the problem of telemetry, this can be avoided completely from the start on a fresh install of Windows 8.1? I mean, there will not be telemetry and/or data recollection if you don't allow some specific updates, right?.

2 - The automatic update to Windows 10 can be blocked if I don't let Windows Update to install some specific updates?.

I have two issues with windows 10, and presumably with windows 8.1.
1. telemetry.
There are about 10 settings you can adjust at installation regarding privacy.

Also look into spybot anti beacon.
Not perfect, but it helps.
2. forced updates.
Windows 10 updates whenever it wants.

Protect yourself by enabling system protection and by taking checkpoints.
If you buy the pro version, you can defer the updates for a longer period of time.
