Question One of the GPU fans is working inconsistently while under load ?

The fan1 of my rtx 2060 works really strangely under heavy load when it's most required.
It goes fluctuatung around 0-1000 to 1600 rpm then goes back to zero and repeats when playing GPU hungry games like Cyberpunk 2077, meanwhile the fan2 gives solid 3200rpm consistently. Is there any way I could fix this issue

Its the Asus Dual rtx 2060 6gb vram variant from 4 years ago and ive been monitoring from msi afterburner as well as gpu Z. +i dont really know how to enter the image here since if i upload on imgur it says some error like spam or stuff.
