Question A sudden split second stutter every few minutes in all games ?

For some reason on all games i get this split second stutter that happens randomly, it can happen after a few minutes after stating the game or anytime after 15-20 minuets, so far this has happened on different driver versions and fresh OS installs, tested with different in-game and Nvidia 3D settings, happens with any game. Update on the matter, after starting a new game turns out there are two stutters at the first couple of minutes and they take place exactly at the same second/spot they seem a bit simpler than what you see in the first video.

First one at 0:33 (as soon as the wind kicks in) and the second one at 1:42 (exactly when some beasts running away and the player lifting the shotgun)
