Abnormal circumstances for resetting an admin password

So, what my friend tells me is that his roomate says he got up around 3 in the morning and got on his laptop for a few minutes and then went back to bed. When he woke back up, he discovered that in his sleep he apparently changed the password to the admin (and only) account on his laptop. I wouldn't normally have to ask any further and instructed him to boot into safe mode with command prompt, but when this happens it just loads up all the drivers and such and then leaves him at the login screen with no command prompt. Why is this and how can he get the prompt up?

Edit: He does not have any reset discs or installation/repair discs etc
