is this processor (AMD Phenom x4 9950) good to play games like battle field 4 , skyrim 5 and many more high end in low or medium settings !!!!!?

my processor rating in windows system index is 6.9 .....

and i am planning to buy radeon r7 250 with 8 gb ram

You will get frame drops from time to time and it will somewhat bottleneck your graphics card ( -10 fps )
For the graphics card, but a r7 260x, the 250 is really weak and consider getting a cpu upgrade.

It's an older CPU comparable to Intel Core2 Duo. That's pretty old. It's going to struggle to play BF4 on low settings. You should really take a look at building a newer PC.
