My PC -
CPU:
Ryzen 5 2600
MB:
MSI x470 Gaming Pro Carbon
GPU:
Gigabyte Gtx 1070
RAM:
Kingston HyperX 16GB 2666 MHz (4 × 4 GB)
PS:
EVGA B1 80+ 600W

1. Is this considered lower or higher end mid grade system?
2A. Can I overclock the 2600 to 3.6 GHz on the stock cooler?
2B. If I overclock the base frequency in general, does it still do its 4Ghz boost, or is it locked at that new base f?
3. Will Kingston HyperX overclock to 2800 or so?
 
Solution
as long as the oc is modest, yes you can oc on the amd stock cooler. you'll do better with an aftermaket coole, but the amd wrath coolers re good
I would call that a midrange system, its certainly not entry level but its not high end (its an R5 with a xx70 class card, thats how it works).
I wouldnt try OCing on the stock cooler.
OCing RAM is kinda a waste, if the kit could handle those speeds it would have been tested and sold at those speeds. People buy 2400MHz kits with eyes on higher speeds, but they are 2400MHz kits because they couldnt handle more.

Simply for fun, "because I can" kind of thing.
I dont have any expectations of performance increases.
My old intel CPUs -
Core 2 Quad 9450, I overclocked from 2.66 GHz to 2.9 GHz on my stock cooler with only slight temp increase. So I was more curious if I could do the same with Ryzen.
Also did the same with a A10-5800K from 3.8 GHz to 3.9 GHz on same cooler.
