If a UPS can give 300w max with battery during power outage, it means that UPS can give max 300w from wall to directly my PC when there is no power outage ?

I think you are asking if the UPS limits/throttles/reduces wattage to the PC when there is power.

If that is what you are asking, then the answer is no.

The UPS just passes through to the PC whatever power the PC needs via the normal power lines./outlet as if the UPS was not even there.

If power is lost then the UPS can only provide the wattage/time for which it was designed.

It does not matter.

The important function and the purpose of a UPS is to provide power to the hosted system for just enough time to allow the user to properly shut down the system.

There are a variety of UPS features and functions and UPSs can be designed in different ways to achieve those features and functions.
