So I want to know what the best BEST cpu is for gaming, I dont care on price as long as it doesnt exceed 1000 dollars.

What do you need it for? What kind of games? Anything besides gaming?

yes we need to know what kind of games you are playing now and what kind of games you plan to play. at what quality (playable and what's okay or playable with all eye candy on? what resolution do you want to play at 720p? 1080p? 4k?)

we also need to know by dollars you mean american dollars? canadian dollars? australian dollars? new taiwanese dollars?

OK so in all seriousness the top gaming CPU right now is the i7-7700k. It tops all performance tests. Thats not to say things won't change, but for right now, for GAMING, its the 7700k.

As has already been mentioned, it depends on what you mean by "best". Best single-threaded performance? 7700k. Best total performance for the buck at a decently high level? Ryzen 1700. Best total performance (excepting CPU intended for servers)? 6950x.

Black ops 3,gta 5 and doom. American dollars at 1080p res.

Grab a 7700k and call it done.

for those three games then maybe an i5 kaby lake will be sufficient.

i5 7600 or i5 7600k. those are about 210 to 240 USD.

for 1080p those cpu are sufficient. you can buy i7 7700k like suggested above but that's overkill. for 330. In my opinion that's 100 dollars wasted where you can use it for graphic card budget.

Strictly gaming the 7700k is basically the best. But there are certainly other things to use your pc for.
