Access is denied in recovery console

Hello,

My pc will not boot (Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll) so I am trying to use the recovery console to copy Hall.dll from the Dell Operating System cd. When I load the recovery console it does not ask for an administrative password. When I go to copy the file I get "access is denied". Is there anyway to gain administrative access from the recovery console. Thanks!
 
You could boot the windows xp CD, and then press enter to continue. When you go though the agreement by pressing F8, it will come up with your operating system in a box. Just go a head and click repair, and that should repair your operating system without your files being touched.

I had the exact same problem...windows directory "disappeared". so I booted with the XP disk, and it said it was repairing the disk and then it said it needed to reboot. it complained about the hal.dll not being present.

so i booted into recovery console, found that the windows directory wasn't there, and mkdir windows gave "Access is denied"

but I could copy files to the c: drive. I could NOT cd into a directory on the C drive (access is denied"). but I could "dir" the directory to verify it was there.

still can't figure out why "access is denied" on a cd and mkdir command, yet copying to the c: root directory is fine.
 


in laymans terms how do you copy to the c: root directory as I have the exactly the same problem cannot access the recovery console etc.
