Access is denied on Vista Using AJAX

While calling xmlHttp.open('POST','http://localhost:9090/axis2/services/DASHBRD','TRUE') from http://localhost:8008/start.htm generates "Access is Denied" error. Where as the same is working fine with XP with all version of IE. Not sure what is the problem. Can someone guide me please.
