accessing the pc connected to the my router

there is a pc connected to my router how can i access its files. the pc belongs to a friend of mine . i don't have a wifi device on my pc so i use tethering to connect to the internet. the ip address which is shown in the router is different to what i see when i use ipconfig command. when i run software like ip scanner i only get the IP of my gateway and my pc

First and foremost, your friend has to grant you access rights (name and password) plus deliberately share the files.

Providing you any other information would be helping with a possible "hack" and doing so is prohibited by forum rules.

Talk with your friend and whoever administers/manages the network(s) involved.

Yes, you and your friend will also need to configure your computers to be part of the same network managed by the router.
