With a $450 budget which is wiser...

i7 7700 and upgrade psu in current PC or start a new build?

The target is to keep the 1050ti for now, upgrade to 1660ti at a later point.

I guess the question is mainly about the mobo, may be better to change for i5 8400?

If a standard ATX or MATX board fits into the case then the 8400/new MB would be a better option over the 7700 but you also may want to consider a PSU upgrade as well especially if your going to update the GPU.

Your welcome! Just make sure that case has the motherboard standoffs in the correct spots as some, such as HP, use a custom made motherboard that isn't interchangeable unless manufactured by HP.

I have one more question, the inevitable windows 10 transfer. I bought this PC prebuilt, windows is installed on the SSD. I hope to reuse the SSD on the new motherboard, will it work (transfer) or do I need to find a new windows key?

I think if you used a Microsoft account with that prebuilt the license should be tied to that account so it may allow you to transfer it to the new motherboard however I'm not 100% sure.
