Question Acer Veriton L460 won't switch on ?

I have several of these.
The specs for each are the same.
2.6Ghz Dual Core
2Gb DDR2 Ram
Vista Business.

I want to upgrade to 4Gb RAM and Win 8.1 Pro.
They won't switch on.
My question is this: Do these computers need to be connected to a wireless network to switch on or can I change the bios to make them standalone PC's ?

The systems you speak of wouldn't need to be connected to the internet or any network, they should fire up as is, provide they have all the necessary innards like the board, processor, ram and storage and tis connected to a wall outlet as well as a display.

Is it possible to parse an SKU to your Acer Veriton's? To help us identify it's specs and what you can do with it in terms of an upgrade?
