Activating inside of settings keep loading forever.

I have had this problem for quite a while, i have been unable to find a solution. But why i ask about help now is because i'm thinking about upgrading my cpu, windows 10 will automatically detect my new hardware and deactivate my licens until i troubleshoot it. But i can't do that since i'm unable to enter activating under settings. It's a retail key, and microsoft support have been unable to help because they don't understand my issue properly:

I have tried:

sfc /scannow
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth

Everything else works in pc-settings, i have also tried making a new account and giving it admin.

Anyone? I don't want to reset my windows 10 again...

are you logging in as a Microsoft Account? Are you attempting to link your account to the PC?

SFC/DISM doesn't seem to help with the new settings menu

try creating a new user and see if it has the same problem - https://support.microsoft.com/en-au/help/4026923/windows-create-a-local-user-or-administrator-account-in-windows-10 - make it admin as otherwise it won't work.

Which version of win 10 are you on?
right click start
choose run...
type winver
latest version is 1607 build 16299.192

It didn't work with a offline account either, so i tried to link my Microsoft Account since someone on youtube said i should do it if i did a hardware change.

Making another account with admin privileges didn't work.

omg, i must have been tired last night... i am on 1709 as well lol

All the repair install does is reinstalls win 10 over top of itself but if DISM found nothing, I am not sure if it would help.

when you reset windows last time, did you keep files/settings as that keeps the login info. Mind you, I am guessing its the login system, I am not sure what win 10 does when it opens that page, it might check its servers

Try running an AV scan as someone found that helps if settings won't open. I know most of your do work, just looking for possible causes.

If we can't find a cause, there is one solution... when you get CPU, install win 10 again and do all normal steps to fresh install it. It probably won't activate but this point, on a clean install, it should show the screen it refuses to now. Then contact Microsoft and explain what you just did and why you couldn't attach PC to your login before swapping, and they should fix you up. You could link to this thread if you want since it shows screen shot.
 
TokenBroker is part of windows store - Token Broker is a new authentication framework that makes it easier for apps to connect to online identity providers (like Facebook)

Disabling services will do that. Good thing you figured it out :)
