So to connect a egpu(like razer core x) and a rtx 3080 or something to a laptop you need a thunderbolt 3 cable and a port.
But what if I don't have a thunderbolt 3 laptop? Can I use a usb c to usb 3.0 adapter by connecting the thunderbolt 3 cable to the adapter? Will it work?

Solution
then why doesn't thunderbolt 3 adpaters exist?
because its two separate technologies
thunderbolt works as network switch - pci-e devices connected to network chain multiplexed with display port, devices can comunicate in both directions at same time
usb works based on pipes, devices comunicate only one way, either in or out...this is something which GPU for sure wouldnt like

anyway thunderbolt was until recently licenced product (apple mostly), its open sourced now, some TB3 adapters exists but not for notebooks and for sure not for USB and compatibility is warried with adapters (due to poor driver support)

as far as eGPU and notebooks without thunderbolt goes, u could use mPCIE or M2 slot, this is something that could work...

So I have two questions
1.What would happen if you use an adapter? Will it recogonise it?
2.What happens if you use thunderbolt 3 hub?
No and no.
All the adapters are from one thunderbolt version to the other, they aren't compatible with non thunderbolt devices.

And as to the hub, it's just an expansion hub for connecting stuff like monitors and USB devices, not for external GPUs

so it won't recogonise it right? But razer core x also works with usb c?

Please be clear that all USB-C's are not Thunderbolt ones! Thunderbolts provide higher bandwidth data rates, and support EGPUs, while normal USB-Cs are lot slower and thus they are unable to run high bandwidth-demanding devices like eGPUs!
