Adding 16 GB RAM kit to existing 8 GB RAM kit

I currently have a 2x4 GB G.Skill 1600 MHz RAM kit installed and will be buying a 2x8 GB Kingston HyperX Fury 1866 MHz RAM kit. Is it considered safe to install the new RAM kit alongside the old RAM kit with each in their own dual-channel memory configuration, thus bringing the total system RAM to 24 GB? If so, could I overclock the old RAM to match the clock speed of the new RAM?
 
Windows 10 and Samsung Rapid Mode along with Malwarebytes, Origin, Steam, and ASUS AI Suite 3 are pushing my idle RAM usage to as much as 47%. I would need to increase the RAM to accommodate games like GTA V, running two GPUs in SLI, and multitasking with video editing / photoshop. If 24 GB is overkill, then I'll have no problem with taking out the old RAM kit in favor of the faster speed. I'm just wondering if I could mix the RAM kits so that the old RAM can still be put to some use. Otherwise, I could just sell the old RAM kit.
