adding new RAM modules

hi there people of earth :)

specs:-
motherboard: ASUS M4A88T-M/USB3
CPU: AMD PHENOM II X4 CORE 955 ( 3.2GHZ, 12MB total cache )
CPU cooler: cooler master V6GT
RAM: 2x2GB kingston valueRAM 1333MHZ CL9 1.5V
GPU: EVGA nVIDIA GTS 450 OC @ 882MHZ
power supply: XFX proseries 550w


I'm planning to get a "SAPPHIRE DUAL-X R9 270X" or "Gigabyte GeForce GTX 660 OC 2GB" and they both need at least 8GB to prevent any big bottle-necking (beside the one that my CPU is already going to cause), i can only find "Kingston HyperX Blu 4GB DDR3 1600MHz CL9 1.65v" for about 43$ and "Kingston HyperX Blu 8GB DDR3 1600MHz CL10 1.5V" for about 86$ but i can't find any 4GB 1.5v here sadly, so what is the best solution to get 8GB total RAM? should i just get the 1.65v and add it to my current 1.5v 2x2GB (i highly doubt this is safe)? ... and does these GPUs really need 8GB?

ummm... i live in Egypt mate so the total here would be about 75$ 😀 ( we <3 Egyptian taxes ), i would've simply purchased one online but it doesn't work that way here sadly :\
