I do not believe that exists, except possibly Event Viewer (part of the OS)

What is the reasoning for this?

Also note that the Registry is being written to constantly. Just moving the mouse around generates writes.

it exists, i`ve heard of people who test new software this way, see what gets installed, where, what gets modify etc

What is the purpose behind this request? What are you actually trying to do? Explaining your use case will help others make recommendations to meet your need.
exactly what it says in the quote you quoted, what more do you want ? i want something that monitors and logs the changes made to a system when i install something or run something

Since we have no idea what you are actually trying to accomplish and why. I suggest you look at this link. Good luck.

Then you should ask whoever you heard that from to ask whoever they say tests software that way to provide you with the name of a program because as far as I know, one does not exist, and I've looked. And the REASON one doesn't exist, is because you'd almost daily have a file that completely ate your storage resources with it's log file AND because it would significantly impact your system resources because it would ALWAYS be logging, non-stop, any time the OS was running.
